Why is my processor a couple clocks slow then it should be, how could i fix it? HELP PLEASE NEED DETAILED INFO?

First of all, you can't change it because of the way that multipliers work and the way the internal clocks work on the motherboards. Second of all, DOES 5 MHZ really matter? That accounts to 0.2% of the clock speed.
