I need help with my stubborn atiel?

my atiel is very stubborn he's 1 and he doesn't do anything except whistle. i want to teach him some tricks but i don't have any fancy clickers or a credit card to order some special book. all he does is beg for attention by singing or he's preening. he preens most of the day and the house has become dust because of him. he bites when hes mad and he only wants us to rub his neck were he cant reach any solutions?
