MGO Skill Level Help.?

there is a star next to the skill when I am playin. dus this mean its at level 3? cuz when I go to skill settings theres like 3 sections of a bar. and on my sniper 2 sections are filled. dus this mean its at level 2? But when i keep playing with the sniper for a really long time and get alot of kills, the bar dosnt fill up anymore. so is it at level 3 if theres a star? Please help
